ADB, UNESCAP, KTNET kicks-off CAREC pilot on e-conformity certificates

On 1–2 June 2026, the representatives of ADB, UNESCAP, and the Korea Trade Network met in Incheon, Republic of Korea to hold a kick-off meeting for the CAREC pilot on the electronic exchange of conformity certificates. This initiative seeks to promote electronic exchange of conformity certificates and test results to facilitate trade among participating CAREC countries.
Participants from Azerbaijan, the Kyrgyz Republic, Pakistan, Tajikistan, and Uzbekistan discussed a global best practices, reviewed countries’ readiness, and clarified governance issues including possible integration with the national single windows. They also agreed on practical and gradual approach, selecting two products, and developing an e-Cert Hub, which will be trust framework and not a document repository, for exchange of certificates.
And the next steps will be country consultations and finalization of digitalization model.
Following the meeting, participants visited the Korea Conformity Laboratories to observe its testing facilities and gain firsthand insights into its certification and document issuance processes.
The pilot is a priority project under the CAREC Partnership for Trade, Climate and Innovation signed in Baku in 2024 and was launched at the 24th CAREC Ministerial Conference in Bishkek in 2025. Aligned with the UN Framework Agreement on Facilitation of Cross-border Paperless Trade in Asia and the Pacific, the pilot is implemented under the CAREC Integrated Trade Agenda 2030 and supported by Republic of Korea e-Asia and Knowledge Partnership Fund (e-Asia Fund or EAKPF).
