Regional Supply of Goods, Services, and Expertise in Central Asia

Road Network Development Project I (Bala Murghab to Leman)

The project will build the 143 kilometer section from Bala Murghab to Leman. The new all-weather road will link northern Afghanistan with the country's western region. It will help cut travel times and transport costs.

Preparing the Central Asia–South Asia Regional Electricity Market Project

The project preparatory technical assistance (TA) will assess the economic and technical feasibility of electricity trade between Central Asia and South Asian countries through an initial project to export 100MW from Tajikistan/Kyrgyz Republic to Pakistan and Afghanistan.

Regional Power Transmission Interconnection Project (Afghanistan Component)

The project will enhance transmission interconnectivity in the power sector between Afghanistan and Tajikistan. It will increase power export and income generation capacity of Tajikistan, and restore power supply and reduce costs for consumers in Afghanistan.

Capacity Building for Customs and Trade Facilitation

The technical assistance will enhance the capacity of the Government of Afghanistan in customs and trade facilitation.

North–South Corridor Project

The project will upgrade the north-south corridor: 140.3 kilometers of the Mazar-e-Sharif-Dara-i-Suf road and 98.9 km of the Bamian-Yakawlang road. It will also install cross-border facilities at Hairatan and Spin Boldak, and include an HIV/AIDS prevention and anti-human trafficking drive.

Rehabilitation of Bamian–Yakawlang Road

The project component of the North–South Corridor Project involves rehabilitation of the 98.9-kilometer Bamian–Yakawlang road to an asphalt-paved standard that will allow smooth passage of heavy vehicles with two traffic lanes.

Road Rehabilitation and Capacity Building Cluster

The Government of Afghanistan requested the Asian Development Bank (to provide technical assistanceto develop road rehabilitation projects for national highways and strengthen the capacity of the Ministry of Public Works and the Ministry of Transport.

Building the Capacity of the Ministry of Commerce for Trade and Transit Facilitation

The technical assistance was expected to enhance the capacity of the Ministry of Commerce in trade and transit facilitation, with emphasis on negotiating and implementing actual transit agreements.

Capacity Building for Road Sector Institutions

The objective of the technical assistance is to upgrade the road database management and the quality control of road works in Afghanistan.

Qaisar-Bala Murghab Road Project

The project will assist the government to promote economic and social development and reduce poverty by rehabilitating the primary road network damaged during three decades of conflict and neglect.

Capacity Strengthening of the Civil Aviation Sector

The technical assistance (TA) helps to upgrade the air safety oversight and improve financial governance of airport operations in Afghanistan.

Emergency Transport Rehabilitation Project, Supplemental Grant

The project aims to facilitate the country's economic and social recovery through improved physical access to goods, markets, and administrative and social services.

Power Transmission and Distribution Project

The project will improve power supply in the northern, southern, and eastern areas of Afghanistan by rehabilitating and extending power transmission and distribution systems.

Cross-Border Trade and Transport Facilitation

The goal of the technical assistance (TA) was to promote economic growth and reduce poverty in Afghanistan by enhancing cross-border and transit trade with neighboring countries.

Andkhoy–Qaisar Road Project

The project includes reconstruction and improvement of the 210-kilometer Andkhoy–Qaisar section of the national primary ring road, installation of toll facilities including toll plazas and weighing machines for newly improved primary roads in Afghanistan, and project management support to the Ministry of Public Works.

Regional Airports Rehabilitation Project, Phase 1

The project will help the government reconstruct Afghanistan by rehabilitating regional airports damaged during two decades of conflict and neglect.

Master Plan for Road Network Improvement Project

The purpose of the technical assistance is to (i) develop a road development program for efficient and effective road rehabilitation for the next 5–10 years, taking into account operation and maintenance (O&M) financing requirements; and (ii) prepare a high priority road improvement project for ADB’s follow-on investment.

Emergency Customs Modernization and Trade Facilitation Project

The project aims to improve key customs and transit-related infrastructure and communications, improve the capacity for customs and transit administration, and improve local tax administration.
