Through the Aid for Trade project, the United Nations Development Programme (UNDP) works with governments in Central Asia to develop better policies that in turn help the private sector create jobs, so that people can better support themselves. The project covers three countries in Central Asia: the Kyrgyz Republic, Tajikistan, and Uzbekistan.

Modernizing Sanitary and Phytosanitary Measures to Facilitate Trade

The technical assistance will support the CAREC Common Agenda for the Modernization of Sanitary and Phytosanitary Measures for Trade by (i) creating national bodies in each country and a regional body to lead the modernization process; (ii) developing regulations, procedures, and requirements that are aligned with international standards; and (iii) improving the capability of border agencies to implement these measures at selected common borders.

This technical assistance will support the continuation of customs reforms and modernization efforts undertaken by CAREC countries in the framework of the Customs Cooperation Committee.

The proposed project will tackle the core problem of inefficient trade processes by rehabilitating facilities and providing modern equipment to three major border-crossing points, upgrading the Customs Automated Information System, and conducting preparatory work for the establishment of a single-window system for trade-related regulatory requirements.

The small scale policy and advisory technical assistance supports Turkmenistan's efforts to accelerate the implementation of key elements of the CAREC Common Agenda for Modernization of Sanitary and Phytosanitary (SPS) Measures.
