Virtual Meeting of the CAREC Working Group on Skills Development
Background Information
Consultations with stakeholders during the first meeting of the CAREC Working Group on Skills Development, held in Tashkent (29 February–1 March 2024) revealed a shared need for strengthening the regional exchange of best practices on skills development policies and programs, and strengthening of the capacity of TVET and HE institutions to address skill gaps, especially with green skills and skills to address the impact of climate change and just transition.
In this context, the Asian Development Bank (ADB) has approved a revised Technical Assistance (TA), modifying the project focus and re-grouping its objectives as follows:
- Output 1: Institutional framework for regional cooperation for green skills development established;
- Output 2: Climate-smart agriculture university education in the CAREC region strengthened;
- Output 3: Awareness and capacity of governments, education institutions, and the private sector in the CAREC region on green skills, climate change, and just transition strengthened.
The revised project will equip relevant government counterparts and agricultural universities with the mechanisms to cooperate and enhance capacity to integrate green and just transition aspects into the skills development agenda for addressing environmental challenges.
Considering the above, ADB conducted a virtual meeting with members of the CAREC Working Group on Skills Development with the following objectives:
- To discuss the revised scope of the project,
- To discuss the draft Memorandum of Understanding and draft Action plan for 2024-2026;
- To discuss a newly launched Agricultural University Green Skills Capacity Building program;
- To discuss the needs for knowledge products on green skills, climate change, and just transition aspects.
