1st CAREC Capital Markets Development Forum (CMDF) Chairs Meeting

Following the launch of the CMDF through the approval of its Memorandum of Understanding at the CAREC Ministerial Conference, the Financial Regulatory Commission (FRC) of Mongolia, as inaugural CMDF Chair, will host the Forum’s first official meeting on 1 October 2026 in Ulaanbaatar. The meeting brings together capital market regulators from across the CAREC region, together with ADB, to operationalize this newly established platform for regional cooperation. Discussions will center on adopting a 3-year CMDF Strategic Agenda and thematic priority areas, agreeing on an Operational Framework to guide the Forum’s working procedures and peer learning mechanisms, and exploring collaboration with the ASEAN Capital Markets Forum (ACMF) to draw on its experience in regional capital market integration. The meeting will conclude with agreement on next steps, including the establishment of thematic working groups, setting the CMDF on a clear operational path from its very first session.
