Establishment of the CAREC Members Electricity Regulators Forum
Summary
The goal of the technical assistance (TA) is the promotion of regional trade and cooperation, private sector investment, and infrastructure development in the energy sectors in East and Central Asia by advancing regulation of the electricity sector in a harmonized fashion.
Expected Outcome
The expected outcomes were (i) improved regulatory capacity in the selected focus areas, reflecting a better understanding of the economic incentives created by regulatory decisions; and (ii) acceptance and support of the Forum by the CAREC countries.
Expected Outputs
The key outputs expected were the organization of the Forum’s second annual meeting in Kazakhstan, and the analyses of five regionally relevant regulatory topics (i) tariff structures and options – in collaboration with Tajikistan; (ii) privatization of distribution company management – in collaboration with Kazakhstan, Kyrgyz Republic and Mongolia; (iii) regional database of power utility costs – in collaboration with Azerbaijan, People’s Republic of China (PRC), Kazakhstan, Kyrgyz Republic, Mongolia, and Tajikistan; (iv) pricing of ancillary services, in collaboration with PRC; and (v) risk sharing under power purchase agreements, in collaboration with Kazakhstan and Kyrgyz Republic.
