1st CAREC Human Resources for Health Sub-Working Group Meeting
The CAREC Sub-Working Group on Human Resources for Health (HRH SWG) has been established in 2024 to support the implementation of the CAREC Health Strategy 2030, specifically the implementation of its pillar 1, which is focused on governance and health workforce development. The first virtual meeting of the HRH SWG members was conducted on September 12th, 2024. Human Resources Specialists, focused on HRH policy, management as well as on medical and nursing education, were represented from all ten CAREC member countries. HRH experts from WHO also joined the event. It was organized and facilitated by GOPA Worldwide Consultants.
The purpose of the half-day meeting was to present the framework of the HRH SWG to its newly nominated members against the backdrop of CAREC Health and to discuss possible focus areas for regional cooperation. To do so, the participants worked in three breakout groups.
Group I, joined by HRH focal persons from China, Mongolia and Pakistan, covered HRH Policy, Planning and Management, in specifics the idea of conducting a demand analysis for selected cadres, including mapping of existing human resources against required health workforce competencies for health emergency preparedness and response (for example, public health and healthcare management specialists). Group II, joined by HRH focal persons from Turkmenistan, Uzbekistan, Kazakhstan and Azerbaijan, discussed the idea of developing (sub-)regional standards for selected health professions to support more mobility for health students and professionals through mutual recognition (for example in nursing and public health). Group II, which was joined by HRH focal persons from Georgia, Tajikistan and Kyrgyz Republic, discussed the idea of facilitating the identification and further ideation of a regional training center and/or HUBs (Centers of Excellence) for undergraduate and graduate degrees/continuous medical education in public and global health, including subjects like One Health, Climate Change and Health, useful for increasing health security capacity in line with the CAREC Health Strategy.
