Since the strategy\u2019s endorsement in 2017, this agenda has progressed, starting with a <a href=\"https:\/\/www.adb.org\/sites\/default\/files\/publication\/711071\/carec-2030-regional-health-cooperation-study.pdf\">scoping study<\/a> on CAREC health cooperation, the formation of the CAREC Working Group on Health, and the approval of the <a href=\"https:\/\/www.carecprogram.org\/?publication=carec-2030-connecting-the-region-for-shared-and-sustainable-development\">CAREC Health Strategy 2030<\/a>.<\/p>\n\n\n\n<p><\/p>\n<\/div><\/div>\n<\/div><\/div>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe title=\"CAREC Health Strategy 2030\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/U6tYet42-Ew?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\">Health at the Crossroads of Regional Interconnectedness<\/h3>\n\n\n\n<p>The CAREC region is becoming increasingly interconnected, with a growing mobile population and rapidly developing urban hubs. These factors, together with the importance of livestock production to the region\u2019s economy, make it especially prone to communicable disease outbreaks and epidemics.<\/p>\n\n\n\n<p>Most recently the COVID-19 pandemic has starkly illustrated the persistent threat from emerging infectious diseases of animal origin, with pandemic potential that can move across continents within a few months.<\/p>\n\n\n\n<!--more-->\n\n\n\n<p>Some CAREC countries are also exposed to outbreaks of other communicable diseases, including malaria, dengue, and Japanese encephalitis, that may spread regionally. Chronic infectious diseases such as viral hepatitis B and C, HIV and tuberculosis are also a heavy burden in the region. At the same time, the extent of antimicrobial resistance to inexpensive and e\ufb00ective antimicrobial drugs is alarming, making many common diseases di\ufb03cult and expensive to treat.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Health Security Under Threat<\/strong><\/h3>\n\n\n\n<p>The resilience of health systems is one the main drivers of health security, which is undermined by gaps in health systems funding, human resources, laboratory capacity and disease surveillance. Climate change and growing urbanization exacerbate health security risks such as antimicrobial resistance and natural disasters. Migration is also a key driver, adversely a\ufb00ecting people\u2019s living conditions and access to health care services. Gender inequities, social determinants of health as well as the high burden of noncommunicable diseases in the region increase the population\u2019s vulnerability to health security threats.<\/p>\n\n\n\n<p>Because public health threats such as infectious diseases outbreaks can quickly cross borders and become a cross-border concern, they can only be e\ufb00ectively addressed through regional cooperation on health security. CAREC countries need to work together to manage health risks, and also to collaborate on health systems strengthening and the health of migrants, mobile populations and border communities. Only then can they mitigate the impact of health security threats on human lives, health systems, and the economy.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1000\" height=\"536\" src=\"https:\/\/www.carecprogram.org\/uploads\/CAREC-Health-Reality-Check-Drivers-1000x536.png\" alt=\"\" class=\"wp-image-19339\" srcset=\"https:\/\/carecprogram.org\/uploads\/CAREC-Health-Reality-Check-Drivers-1000x536.png 1000w, https:\/\/carecprogram.org\/uploads\/CAREC-Health-Reality-Check-Drivers-300x161.png 300w, https:\/\/carecprogram.org\/uploads\/CAREC-Health-Reality-Check-Drivers-768x412.png 768w, https:\/\/carecprogram.org\/uploads\/CAREC-Health-Reality-Check-Drivers.png 1200w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\">Scoping Study on CAREC Health Cooperation<\/h3>\n\n\n\n<p>In 2019, ADB commissioned a <strong><a href=\"https:\/\/www.adb.org\/publications\/carec-2030-regional-health-cooperation-study\">scoping study<\/a> <\/strong>to explore the potential and opportunities for promoting regional cooperation in the health sector. The study recommended establishing a regional health coordination mechanism and developing a regional health strategy and investment framework. The CAREC Working Group on Health was established in March 2021 to guide CAREC health cooperation and the development of a CAREC health strategy towards 2030.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">CAREC Health Strategy 2030<\/h3>\n\n\n\n<p>The <a href=\"https:\/\/www.carecprogram.org\/?publication=carec-health-strategy-2030\">CAREC Health Strategy 2030<\/a><strong> <\/strong>supports health cooperation. It has a particular focus on enhancing health security through regional cooperation. This strategy will bene\ufb01t the population of every CAREC country, including migrants and the vulnerable population groups.<\/p>\n\n\n\n<p>The CAREC Health Strategy 2030 emerged from extensive consultations with countries and development partners, starting in October 2020 with the \ufb01rst&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.carecprogram.org\/?event=country-consultation-health-sector\" target=\"_blank\"><strong>CAREC Country Consultation on Health Sector<\/strong><\/a>. In March 2021, at a&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.carecprogram.org\/?event=virtual-regional-inception-workshop-on-formulation-of-carec-health-strategy-2030\" target=\"_blank\"><strong>Virtual Regional Inception Workshop<\/strong><\/a>, experts from CAREC countries and other stakeholders began the process of formulating the strategy, followed by country cluster consultations in July 2021. This entails improving the portability of health care bene\ufb01ts across borders, and joint strategies to improve access to health services for vulnerable populations in border areas. Investment in border health facilities and infection prevention and control are also required.<\/p>\n\n\n\n<div class=\"wp-block-buttons is-layout-flex wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button is-style-fill\"><a class=\"wp-block-button__link has-white-color has-text-color has-background wp-element-button\" href=\"https:\/\/www.carecprogram.org\/uploads\/Health-Strategy-Pillar-4-Vulnerable-Population-Groups-and-Border-Health.pdf\" style=\"border-radius:2px;background-color:#cf2f2f\">Read More<\/a><\/div>\n<\/div>\n\n\n\n<hr class=\"wp-block-separator has-css-opacity is-style-wide\"\/>\n\n\n\n<p>All four pillars need to be supported by digital health and innovations to support health information systems, data management, and regional knowledge sharing. Partnerships and cooperation with stakeholders such as development partners is another key enabler, with political commitment and policy dialogue on health cooperation among countries, and multisector coordination. This group is composed of high-level representatives from the<\/p>\n\n\n\n<p>health-related government agencies who were appointed by each CAREC country, complemented by multidisciplinary expertise in various sectors on an as-needed basis.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">CAREC Health Regional Investment Framework<\/h3>\n\n\n\n<p>In addition to the CAREC Health Strategy 2030, a regional investment framework on health was developed to layout a pipeline of regional projects and initiatives under the four strategic pillars to be implemented during the \ufb01rst 6 years of the strategy implementation period (2022-2028).<\/p>\n\n\n\n<p>The framework was developed to help guide partner investments and meet the gap in e\ufb00ectively addressing key regional needs, including protecting vulnerable populations in border areas. <\/p>\n\n\n\n<p>ADB is supporting the CAREC Health work including the strategy\u2019s development with a <strong><a href=\"https:\/\/www.adb.org\/projects\/54124-001\/main\">technical assistance project<\/a><\/strong>.<\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The CAREC 2030 strategy supports health sector cooperation to face pandemic risks, control communicable diseases, and address non-communicable diseases.
