Public Sector Management Course (Uzbekistan)

The 2-day course updated mid-level government officials on practical knowledge and skills in public sector management and finance. Participants were exposed to modern tools and best practices that will strengthen their work within government institutions and enhance accountability, transparency, and efficiency in the use of public resources. The course was delivered in two modules:

• Public sector management. This module was designed to be of use to government officials facing a range of practical leadership challenges in their current and future work. It surveyed major strategies to improve the performance of public sector organizations, and examined the “New Public Management” and “Network/Collaborative Governance” approaches to reform and innovation.
• Public sector finance. This module upgraded participants’ knowledge and practical skills in selected areas of public finance. It introduced the scope and principles of public finance; the concept of fiscal discipline and fiscal risks; tax policy and practice; budget decision making in a medium-term expenditure framework, including the links between budgeting and planning; and concepts in public sector accounting such as cash and accrual accounting.

The Public Sector Management Course is part of the ongoing capacity-building initiative of the CAREC Institute’s Leadership Development Initiative, in partnership with the Lee Kuan Yew School of Public Policy at the National University of Singapore.
