Improving Barki Tajik's Billing and Collection System
Summary:The technical assistance (TA) was designed to develop and install a pilot billing and collection system to reduce accounts receivable covering most part of Dushanbe city. It was designed to develop staff competencies through training and user-friendly computer systems.
Expected Outcome:The main outputs of the TA were the following:
  • Automated System. About 140,360 of the general residential customers and about 8,300 commercial customers were added to the central database.
  • Improved Process. Monthly customer billing was divided into 22 daily cycles of 6,400 customers' bills per day rather than an end of month processing of 140,000 customers.
  • Average Collection Rate in the Pilot Area. Improved from 40-50% to about 110% by August 2003.
  • Disconnection for Non-Payment. For non-industrial customers increased by about 40% during the same period.
