Capacity Building for Road Sector Institutions

Summary:The objective of the technical assistance (TA) is to upgrade the road database management and the quality control of road works in Afghanistan.
Expected Outcome:The expected outcome of the TA was (i) Ministry of Public Works' (MPW) strengthened capacity to develop a road database, carry out road surveys, and operate a material testing laboratory equipped with appropriate testing equipment and quality control of road works; (ii) MPW's strengthened financial management of road projects; and (iii) best practices implemented through technical audits of road construction projects.
Expected Outputs:The expected TA outputs were (i) curricula for road database management and quality control for road works to be provided in road construction department (RCD) of Kabul Polytechnic University (KPU); (ii) training courses for road database management and quality control for road works in the MPW retraining scheme, and also for faculty members of RCD of KPU; (iii) upgraded testing equipment in the material testing laboratory, the quality control and database management unit of the Survey and Design Department (SDD) in MPW and RCD of KPU; (iv) improved financial management systems and procedures including financial management manuals, and (v) improved construction practices through technical audit manuals and methodologies.
